According to the complaint, fundraisers for Women’s Cancer Fund assured potential donors that their contributions would "save lives" and "directly assist patients with essential living expenses." However, the charity's tax filings and records present a different picture, the complaint asserts.

The Federal Trade Commission and 10 states have filed a lawsuit against Cancer Recovery Foundation International, also known as Women’s Cancer Fund, and its operator, Gregory B. Anderson, for misleading donors who wanted to support women fighting cancer and their families.


According to the complaint filed in federal court, Women’s Cancer Fund collected over $18 million from donors between 2017 and 2022. The charity claimed that the donations would assist women undergoing cancer treatment and their families with basic needs. However, the complaint alleges that only a small fraction of the donated money, approximately one percent, actually went toward providing such assistance, while the majority was used to pay for-profit fundraisers and Anderson.



“Cancer Recovery Foundation International and Anderson abused the generosity of American donors in the most egregious way” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “The FTC is committed to aggressively pursuing such illegal conduct, which hurts donors and deprives legitimate charities of needed funding. We are grateful to our state partners for joining in this effort to protect the public.


“Virginians are generous people. Unfortunately, there are bad actors who take advantage of hardworking Virginians' generosity. In the case of Cancer Recovery Foundation International, solicitors told Virginians and many other Americans that their donations would help cancer survivors and their families, but that money was instead used for their own personal gain. We join the FTC along with the other states in this lawsuit to right the wrongs of this sham charity,” said Virginia Attorney General Jason Miyares.

According to the complaint, fundraisers for Women’s Cancer Fund assured potential donors that their contributions would "save lives" and "directly assist patients with essential living expenses." However, the charity's tax filings and records present a different picture, the complaint asserts.


Despite receiving $18 million from tens of thousands of donors between 2017 and 2022, Women’s Cancer Fund reportedly allocated only $194,809 for financial aid to cancer patients. During the same period, it paid Anderson $775,139—nearly four times the total amount disbursed to all supported cancer patients combined.


In addition to his salary, Anderson purportedly used donated funds for various expensive purposes, including accommodations and travel. Meanwhile, Women’s Cancer Fund channeled the majority of its donations, approximately 85%, to for-profit fundraisers hired by Anderson to make misleading appeals on behalf of the charity.



The complaint alleges that Women’s Cancer Fund utilized misleading solicitation methods, including deceptive phone calls and solicitation letters often signed by Anderson. One such letter claimed: “While other organizations rightfully invest millions of dollars in cancer research to find a cure for patients in the future, we help patients keep a roof over their head and the lights on so they can survive cancer today.”



In 2021, the FTC sued two fundraising firms, Associated Community Services and Directele, employed by Women’s Cancer Fund for deceptive fundraising practices. However, the latest complaint suggests that these legal actions did not dissuade Anderson, as he continued to engage other fundraisers to make similar misleading statements on behalf of Women’s Cancer Fund.
