A federal jury found three individuals from the Hoover Criminal Gang guilty for their involvement in the killing of a suspected member of a rival gang. According to legal documents and trial evidence, Markell Young (32), Octavius Ferguson (27), and Jordan Powell (25), all residing in Gibson County, Tennessee, were part of a faction of the Hoover Criminal Gang referred to as the 83rd or Eight Tray. This gang, notorious for its violent activities, operated in multiple states including Tennessee and California, engaging in various criminal enterprises such as murder, robbery, and drug trafficking.
According to the Justice Department's press release, on January 31, 2017, the defendants carried out the murder of a suspected member of the Gangster Disciples gang in Humboldt, Tennessee, as retaliation for an earlier attack on a member of the Hoover Criminal Gang. Young instructed Ferguson, Powell, along with co-defendants Bakari Lenon and Monterio Ross, to execute the murder. They accomplished this by entering the victim's residence and firing multiple weapons through the open front door, resulting in the victim's death.
The jury found Young guilty of assisting and encouraging the use of a firearm during a violent crime. Ferguson and Powell were convicted of plotting to commit murder in support of racketeering, carrying out murder in support of racketeering, assisting and encouraging the use of a firearm during a violent crime, and causing death by using a firearm during a violent crime. Sentencing for the defendants is scheduled for August 20.
Young could potentially face life imprisonment, while Ferguson and Powell are subject to a mandatory minimum sentence of life imprisonment. The determination of their sentences will be made by a federal district court judge, taking into account the U.S. Sentencing Guidelines and other legal factors.
In a separate development, Lenon and Ross, two other defendants involved in the homicide, pleaded guilty in October 2023 and received 30-year prison sentences each.
The Hoover Criminal Gang's rise to power can be attributed to their involvement in a wide range of criminal activities. From drug trafficking and arms smuggling to extortion and robbery, their diversified portfolio of illicit ventures has allowed them to accumulate wealth and expand their operations.
While initially concentrated in the western region of the United States, particularly in the neighborhoods surrounding Hoover Street in South Los Angeles, the Hoover Criminal Gang has steadily expanded its reach over the years.
Through alliances and partnerships with other gangs, they have managed to extend their influence to the eastern part of the country, establishing a presence in cities such as New York, Chicago, and Atlanta. The gang's expansion has not only been geographical but also in terms of their criminal enterprises. They have diversified their activities to include human trafficking, credit card fraud, and even cybercrime.

A Howard County jury has found 36-year-old Jeremi Quentin Lewis guilty of 1st-degree murder in the 2021 shooting death of 21-year-old Jaden Ealey and eight other crimes stemming from his leadership of a criminal organization that occurred from May 2020 to March 2022. The Hoover Criminal Gang was established in the late 1960s in Los Angeles, California. Its roots can be traced back to the Hoover neighborhood, situated in South Central Los Angeles. This gang emerged as a response to the social and economic hardships faced by African American communities in the area, including poverty, racial discrimination, and limited opportunities.
Similar to numerous street gangs, the Hoover Criminal Gang initially provided a refuge for young individuals within the neighborhood, offering them protection, a sense of belonging, and a platform to address perceived injustices. However, as time passed, it transformed into a more structured criminal organization engaged in various illicit activities such as drug trafficking, robbery, and acts of violence.
The gang is known as "Hoover" due to the streets and avenues in the vicinity, specifically Hoover Street, which acted as a hub for their operations. As time passed, the gang extended its reach beyond Los Angeles, forming sets or factions in various cities and states. This further solidified their notoriety and established them as a significant criminal organization.
The Hoover Criminal Gang has long been the focus of law enforcement endeavors due to its participation in a range of illicit activities, arrests include drug trafficking, armed robbery, illegal possession of firearms, racketeering conspiracy, sex trafficking and murder in aid of racketeering. Multiple investigations, arrests, and prosecutions have been carried out by local police departments, federal agencies like the FBI, and other law enforcement bodies to target individuals affiliated with this gang.
Multi-agency task forces, coordinated operations, and collaborations between local, state, and federal authorities are frequently employed in these endeavors. The quantity of arrests and convictions associated with the Hoover Criminal Gang may differ based on various factors, including jurisdiction, time frame, and the extent of law enforcement initiatives aimed at combating the gang.
