Maryland's Attorney General, Anthony G. Brown, made an announcement regarding Cheryl Leigh Gray, a 49-year-old from Middletown, Maryland. Gray pleaded guilty in the Circuit Court for Frederick County to a single count of theft scheme involving a value exceeding $100,000. Gray, who was a licensed insurance producer and operations manager at Passport Title Services, LLC in Rockville, Maryland, conducted real estate settlements in Maryland, Virginia, and Washington, DC.

Between May 2016 and July 2021, Gray orchestrated a continuous scheme to embezzle $369,492.01 from Passport Title. The misappropriated funds were settlement proceeds awaiting disbursement in real estate transactions managed by Passport Title. Throughout the six-year period, Gray misused her authority as operations manager to carry out 58 wire transfers from Passport Title's escrow accounts, diverting the money to her personal bank account in Frederick County, Maryland.ju

After pleading guilty, Gray was swiftly sentenced by Judge Julie S. Solt to serve five years in prison, with all but one year suspended. Once released, Gray will be placed on supervised probation for five years and will be obligated to pay $63,536.46 in restitution. It is worth noting that prior to the guilty plea and sentencing, Gray had already repaid $305,995.55 to the victim.

Attorney General Brown expressed his gratitude to the Criminal Division, particularly the Fraud and Corruption Unit, as well as Assistant Attorney General Timothy Lake for their efforts in prosecuting the case. Additionally, Attorney General Brown extended his appreciation to Suzzanne Jones, the Forensic Auditor from the Maryland Insurance Administration, and Investigator William Wagner for their contributions to the investigation.
